Fountain Valley is taking a bold step into the future by joining the Orange County Power Authority (OCPA), putting the power of choice back into the hands of our residents. This move represents a shift toward local control, affordability, and sustainability in energy decisions—ensuring the needs of our community are prioritized over corporate profits.
For far too long, Wall Street-dominated utilities have dictated energy costs and sources, sidelining ratepayers while reaping record profits. Families in Fountain Valley have borne the burden of these decisions, paying some of the highest utility rates in the nation for fossil fuel energy that pollutes our air and harms our environment. By transitioning to a Community Choice Energy (CCE) program like OCPA, we’re taking control of our energy future.
OCPA is more than just an energy provider; it’s a path to cleaner air, stable rates, and local investment. Unlike traditional utilities, which prioritize shareholder profits, CCE programs are governed by and for the communities they serve. Through OCPA, Fountain Valley residents can choose from three energy options, tailoring their energy mix to align with their budget and sustainability goals.
Here’s how it works: OCPA sources the electricity, while SoCal Edison continues to deliver it. This ensures reliability while giving residents access to cleaner energy alternatives at competitive rates. The profits from OCPA stay in our community, funding rebates, solar initiatives, and energy efficiency programs that directly benefit Fountain Valley families and businesses.
By joining OCPA, Fountain Valley is embracing a future of innovation and resilience. CCE programs have a proven track record in California, with 25 other programs across the state successfully reducing costs and emissions while fostering local economic growth.
Our city’s decision to join OCPA isn’t just about cutting costs—it’s about building a sustainable legacy. Renewable energy investments through OCPA will stabilize energy prices, reduce pollution, and create green jobs, all while helping Fountain Valley meet its climate goals.

Mayor Glenn Grandis is a dedicated and engaged member of the Fountain Valley community, with a residency spanning 44 years. His roots in the city run deep, having attended Fountain Valley High School, where he began his strong connection to the local community. The Mayor is married and together with his wife Mary, have a combined 5 children and 2 dogs.
Tomas Castro is an organizer with Climate Action Campaign, working to advance policies that ensure environmental justice at the local level in OC. For the past several years, he has worked alongside activists to push for electrification, community choice energy, and climate action plans for the cities of Orange County. He lives in Irvine with his family.
